They definitely ship to CA, I get mine here every month. As for timing, they ship mid-month and it usually gets to me within a week or so after that.

I've only done S&S but my friend tried Cocktail Courier. S&S definitely focuses more on the mixers and you provide the alcohol. Courier sometimes includes mini bottles of booze, which can make it pricier.
